题 目：
摘 要：随着知识经济时代的到来，世界经济的竞争已从物质资源竞争转向人力资源竞争，使得人力资源成为决定企业乃至整个社会和经济发展最为主要的资源，也是决定社会财富分配的最主要的因素，因此，对人力资源的开发、利用和管理将是社会经济发展最关键的制约因素，对人力资源进行确认和计量有着重大的意义。本文首先阐述了人力资源会计的基本内涵，包括人力资源的定义及特点；其次对人力资源如何确认以及确认为什么等确认问题进行了探讨，并从成本法和价值法两个方面对人力资源的计量问题做了分析；最后根据我国目前在人力资源会计应用方面存在的问题，论述了其在我国应用的建议。

Abstract：With the coming of knowledge economy, the competition of world economy, shifts from material resources competition to h
uman resources competition, making human resources become the most significant resources which can decide the corporate or the whole social and economic development. Therefore the development, utilization and management of human resources will be the most critical constraints to social and economic development, and on the recognition and measurement of human resources has a major significance. This paper, firstly, describes the basic of human resources; Secondly, discussed the question of confirmation about how to identify and what to confirm human resources, and do the analysis of measurement issues of human resources from two aspects---the cost method and the value method; Finally, according to problems in the applications of human resources accounting in our country presently, discusses the suggestion for its application in China.

随着知识经济时代的来临，人类社会经济生活的各个方面发生了深刻的变化，同时也使会计学面临着挑战，世界高科技革命的浪潮已经把世界经济的竞争从物质资源竞争推向人力资源的竞争，对人力资源的开发、利用和管理将是人类社会经济发展的关键制约因素。
我国是一个发展中国家，发展经济是我国面临的第一问题，更要解决的是，要在资源稀缺的情况下实现经济的发展。因此，要合理有效地配置资源是关键性因素。从完整的意义上理解，资源包括物质资源、货币资金和人力资源，经济的发展是这三者的有效增长和合理配置。传统会计一直很看重对物质资源、货币资金的核算和控制，但对人力资源，在理论上承认它是生产经营活动必不可少的因素之一，但对其在核算和控制方面，它相对于前两者是不足的。随着科学技术的进步和生产力的快速发展，人力资源在经济活动中的作用越来越重要，人力资源与物质资源、货币资金之间的协调也越来越明显，传统会计面临新的挑战，建立人力资源会计迫在眉睫。
一、人力资源会计的内涵及特点
人力资源会计的基本内涵、会计目的、会计对象、会计假设等构成了人力资源会计的基本理论。与其他会计学相比，人力资源会计的基本理论存在其自身的特点。研究人力资源会计的基本理论，认识它的基本内涵、特点及核算方法，对于进行人力资源会计理论研究并将理论应用于会计实务工作是非常必要的。
（一）人力资源会计的基本内涵
所谓人力资源会计是对组织的人力资源成本与价值进行计量和报告的一种会计程序和方法。它是会计学科发展的一个新领域，是人力资源管理学、会计学相互渗透形成的新型会计理论。
